Groundbreaking for new TLC draws a crowd

Nov 14, 2025

This is the third of four scheduled groundbreaking ceremonies

The Transition Learning Center is special place. It is the home of ECISD’s 18+ program, a service that helps prepare students with special needs to be as independent as possible. After years of growth and giving TLC (tender loving care), a new TLC facility is a step closer to reality.

On November 13, school district officials, community leaders, and many of the students in the 18+ program took part in a groundbreaking ceremony for the new building. It will be 45,302 square feet, sit on just over one acre, will include an outdoor recreation area that can be used for instruction, and will cost $8 million. Those are the numbers. The TLC is more about the heart of teaching and taking care of others.

“It’s an investment, and a good one, in the lives of some of our most precious kids,” said ECISD Superintendent of Schools Dr. Keeley Boyer. “I am thrilled to be hosting this ceremony today and I cannot wait for the grand opening next year.”

The 18+ Program is for students ages 18-22, with disabilities, focused on building skills for independent living and employment. Housed at the TLC, 18+provides vocational, culinary, and community skills training through hands-on, real-world experiences, preparing them for life after graduation. The new facility will be designed specifically for the needs of the program making it more effective and accessible.

“I’m so proud to be from a community who puts importance on these things,” said Sara Moore bond committee member and campaign co-chair. “And unashamedly and unabashedly decides to devote big dollars to the improvement of these types of programs.”

“All that matters is we have all this for our students, and thank you to the community for helping us have this. We needed it. Thank you,” said Special Education Supervisor Micah Pettigrew.
